John outlined crucial first steps to be taken within the first 48 hours, including scoping and evaluation, internal planning, identification of key players, securing information, open agency dialog, and process documentation. John concluded the discussion by addressing best practices for avoiding potential investigation pitfalls in order to minimize adversarial tone and to properly address breadth and scope.
